Currently, the kick-off meeting of firstSpecial Support Plan of National Leading Talents in Accounting was held atMinistry of Finance. The vice dean of Management College of OUC, director of Departmentof Accounting and president of Working Capital Management Research Center ofChina, Professor Wang Zhuquan was elected to be the first four experts. Theother three elected are the dean of Peking University Graduate School anddoctoral tutor, Professor Jiang Guohua, dean of Accounting College ofNortheastern University of Finance, and doctoral tutor, Professor Fang Hongxingand Southwestern University of Finance and Vice President and Ph.D. mentor,Professor Yang Dan.

Professor Wang was elected to New CenturyExcellent Talents in Ministry of Education of China in 2005,elected to thefirst National Leading Talents in Academic Accounting in Ministry of Finance ofthe PRC in 2006. In 2009, cooperated with Chinese Accounting Society, OUCestablished Working Capital Management Research Center of China, and ProfessorWang served as director of the research center. Since the establishment of the researchcenter, under his leadership, backed by the creation of working capitalmanagement theory based on channel management and working capitalmanagement performance evaluation system based on channel management, WorkingCapital Management Research Center of China open up new areas of research inworking capital management theory, and actively carry out government-industry-university-researchcollaborative innovation, promoting the innovation and development of workingcapital management theory. Working Capital Management Research Centerof China directed by professor Wang was regarded as a thinkbank, literature database, information and case database in accounting academicfield with constant releasing Working Capital Management Survey of Chineselisted Companies, regularly publishing Chinese listed enterprises’ s WorkingCapital Management Performance Charts and self-developing Chinese ListedCompanies Working Capital Management Database and continuously republishinga series of works of Working Capital Management Report. According to thestatistics of CNKI, of the top 10 papers with the highestcitation rate in the field of working capital management, Professor Wang’spapers accounted for six. Working capital management research has become an important symbolof accounting discipline of our school with significant features.Moreover, Professor Wang has made outstanding achievements in talentcultivation and discipline construction. In terms of talent cultivation, he wasawarded many honors, such as Distinguished Teacher in Higher Education ofQingdao, Outstanding Supervisor of Postgraduate of Qingdao, First ExcellentTeachers of Qingdao, with two courses, Advanced Accounting and WorkingCapital Management, lectured by him being honored as brand courses ofShandong, with graduate students guided by him many a time being awarded ExcellentDegree Thesis of Shandong Province, First Prizeof Postgraduate Science and Technology Innovation Achievements of ShandongProvince and Luguang Scholarshipof Shandong Province, and with teaching achievements fulfilled byhim being awarded First Prize of Higher Education Teaching Achievementsof Shandong Provinceand Second prize of Postgraduate Education Teaching Achievements. Interms of specialty and discipline construction, Professor Wang presided over and completed several projects insuccession such as National Distinctive Subject Construction , ProfessionalRegular Higher Education Brand of Shandong Province, and Adult EducationBrand Construction of Shandong Province, etc, with the accountingdiscipline of Ocean University of China leaded by him being the first doctorstation of accounting of Shandong Province, the first entitledto confer Master’s Degree of Professional Accounting of Shandong Province, the keyand feature discipline of Shandong Province during “Twelfth Five-Yearperiod, and the runner-up of Cross-strait Accounting Debate Contest fortwo years in a row (2011,2012). Because of his salient achievements, ProfessorWang won specialgovernment allowance in December 2008 and was awarded Top-notch Talents ofQingdao for two consecutive years respectively in 2008 and 2012, NationalLeading Talents in Accounting by Ministry of Finance of the PRC in December2012 and Fu Min Xing Lu Labor Medal of Shandong Province in May 2014.

It is reported that Special Support Plan of NationalLeading Talents in Accounting, which is launched by the Ministry of Finance, isa personnel training project, aiming to promote the cultivationof high-level accounting experts, with the goal of cultivating Accounting Celebrityand Master.
