Income and Payments

• Monthly Income

According to the salary standard of the Chinese State Administration of Foreign Experts Affairs (http://www.safea.gov.cn/english/catalog.shtml?p=4&id=guide) and the policy of OUC, we pay as follows:

Attention:

The salary is the maximum amount for each position, teachers with the same position, but with different educational backgrounds or teaching experience will be paid differently as classified below:

 • Lecturer：

 - Bachelor’s degree and college or university teachers with over 2 years teaching experience or others with over 3 years teaching experience (6000 yuan);

 - Master’s degree and over 5 years teaching experience or with equivalent professional titles and level of expertise (6900 yuan);

 - Doctoral degree and over 2 years teaching experience or with equivalent professional titles and level of expertise (7400 yuan);

• Associate Professor：with equivalent professional titles and level of expertise before joining OUC (9500 yuan)

• Full Professor：with equivalent professional titles and level of expertise before joining OUC (13000 yuan)

• Special Cases are negotiable.

• Housing Subsidy

Foreign teachers can rent OUC apartments on Yushan, Fushan or Laoshan campus. Apartments on Yushan Campus are located in the Foreign Expert Building. Apartments which are 70 square meters with one bedroom cost 1,600 yuan per month. Apartments which are 50 square meters with one bedroom cost 1200 yuan per month. On Fushan Campus, apartments for foreign experts are in Unit 2 of Building No.25. They have two bedrooms, are 100 square meters and cost 2000 yuan per month. On Laoshan Campus, apartments for foreign experts are in Unit 7 of Building No.20. Apartments with two bedrooms are 76 square meters and cost 1500 yuan per month. Apartments with three bedrooms are 85 square meters and cost 1800 yuan per month.

Foreign teachers pay for their use of water, electricity, gas, telephones and heating in the apartments. OUC apartments are equipped with the necessary household appliances, furniture, bathroom facilities and internet access. The above-mentioned will not be provided by OUC for off-campus apartments, with the exception of internet access. Foreign teachers can choose to rent on- or off-campus and will keep or make up the difference between the housing allowance and the actual rent. Foreign teachers who would like to rent off campus should seek help from their college/school.

• Heating Allowance

Foreign teachers get the same heating allowance as their Chinese colleagues to pay for the heating costs of their apartment. The allowance is paid once a year in November. The allowance amount is dependent on the teacher’s position:

If foreign teachers rent an apartment on a university campus, the heating cost will be deducted by the university, and foreign teachers will keep or make up the differences.

According to the 2013 Qingdao city charging standard, the heating cost of each square meter of usable floor area is 30.4 yuan, which determines the heating costs of the Foreign Expert Building units shown below:

• Transportation Subsidy

Foreign teachers get the same amount of transportation subsidy as their Chinese colleagues, which is 138 yuan each month. It can be used for taking the school shuttles or city buses. The subsidy is included in the monthly payment.

• Medical Insurance

Based on the “Notice on the Suggestion on Improving the Medical Insurance System for Foreign Experts Working in China” issued by the State Administration of Foreign Expert Affairs (SAFEA), as a prerequisite for obtaining the foreign expert certificate, foreign experts are obliged to purchase health insurance in China. Currently there are two types of health insurance approved and recommended by Qingdao Foreign Experts Bureau.

1. The comprehensive medical insurance for foreign experts offered by PICC Health Insurance Company Limited

2. The comprehensive medical insurance for people of foreign nationality or those coming from Hong Kong, Macao, and Taiwan provided by China Ping An Life Insurance Limited, costing 1680 yuan per year.

This cost will be covered by OUC in a lump sum (140 yuan every month on average).

• Other Benefits

1. OUC will bear all the transport costs of foreign experts between Qingdao International Airport and their apartments both at the commencement and the end of their employment.

2. International Flights: For foreign experts who are employed for one semester and who pass their department’s teaching assessment, OUC will pay the expenses of an international, one-way flight ticket one month before the end of the contract. For foreign experts who are employed for two semesters and pass the department’s assessment, OUC will pay the expenses of an international, round-trip flight ticket one month before the end of the contract.

3. Flight tickets shall be purchased by foreign experts. Please refer to the general standard of the international, round-trip, economy-class flight ticket price in different countries or regions (tax included) below. Airfares exceeding the following standard will be covered by the foreign experts.

5. OUC reimburses 1000 yuan for luggage delivery after foreign teachers complete a one-year contract, which will be paid together with the reimbursement of the flight ticket.
