中国海洋大学是一所海洋和水产学科特色显著、学科门类齐全的教育部直属重点综合性大学,是国家“985工程”和“211工程”重点建设的高校,2017年入选国家“世界一流大学建设高校”(A类)。学校坐落于美丽的海滨城市青岛,创建于1924年,历经私立青岛大学、国立青岛大学、国立山东大学、山东大学等办学时期,于1959年发展成为山东海洋学院,1960年被国家确定为全国13所重点综合性大学之一,1988年更名为青岛海洋大学,2002年更名为中国海洋大学。
Ocean University of China (OUC) is a key comprehensive university directly overseen by the Ministry of Education, which offers a complete range of disciplines with unique strengths in oceanography and fisheries. It is part of the country’s Project 985 (China’s top 39 universities) and Project 211 (China’s top 100 universities). In 2017, it was included in the national “World-class University” construction list in category A. Founded in 1924, OUC is located in Qingdao, a beautiful coastal city. In different periods, it was known as Private Qingdao University, National Qingdao University, National Shandong University, and Shandong University before finally developing into Shandong College of Oceanography in 1959. In 1960, it was designated as one of the 13 key comprehensive universities in the country, renamed Ocean University of Qingdao in 1988, and then renamed Ocean University of China in 2002.
学校秉承“海纳百川,取则行远”的校训精神和“教授高深学术,养成硕学宏才,应国家需要”的办学宗旨,坚守“崇尚学术、谋海济国”的价值追求,坚持“重特色、求质量,先做强、再做大”的总体发展策略,坚持“特色立校、科学发展、树人立新、谋海济国”的发展道路,矢志不渝建设特色显著的世界一流大学。学校以培养德智体美劳全面发展、具有民族精神和社会责任感、具有国际视野和合作竞争意识、具有科学精神和人文素养、具有创新意识和实践能力的高素质创新型人才为目标,以造就国家海洋事业的领军人才和骨干力量为特殊使命。毕业生中已有16人当选中国科学院或中国工程院院士,3人先后担任国家海洋局局长,参加中国第一次南极考察的75位科学家中一半以上是学校毕业生。学校在地球科学、植物学与动物学、工程技术、化学、材料科学、农业科学、生物学与生物化学、环境学与生态学、药理学与毒理学、微生物学、计算机科学、社会科学12个学科(领域)进入ESI全球科研机构排名前1%。学校积极支持崂山实验室建设,协同打造国家战略科技力量。主持建设我国地球科学领域首个教育部前沿科学中心(深海圈层与地球系统前沿科学中心),主持海洋领域首个国家自然科学基金委基础科学中心项目(多场多体多尺度耦合及其对海工装备性能与安全的影响机制)。建有全国重点实验室、国家工程技术研究中心、国家地方联合工程研究中心、教育部重点实验室、农业部重点实验室等省部级以上各类科研基地平台40余个。拥有科学考察实 习船舶3艘,包括5000吨级新型深远海综合科考实习船“东方红3”、3000吨级海洋综合科学考察实习船“东方红2”、300吨级的“天使1”科考交通补给船,形成了自近岸、近海至深远海并辐射到极地的海上综合流动实验室系统,具备了一流的海上现场观测能力。
OUC adheres to the school motto, “Ocean embraces all streams; exploring promises reaching far”, and the founding purpose of “Teaching profound academic knowledge, cultivating individuals with extensive knowledge and skills to meet the needs of the country”. It upholds values of “advocating academic research and contributing to the maritime economy”, adheres to the overall development strategy of “emphasizing characteristics, prioritizing quality, strengthening before expanding”, and follows the path of “establishing distinctive features, developing scientifically, cultivating innovative talents, and contributing to the maritime economy”, in order to build a world-class university with remarkable characteristics. The goal of the university is to cultivate high-quality, innovative talent with well-rounded development in moral, intellectual, physical, aesthetic, and labor aspects, as well as national spirit and social responsibility, global perspective and cooperative and competitive consciousness, scientific spirit and humanistic literacy, and creative awareness and practical competence. It is tasked with the special mission to cultivate leading and backbone talents for the national ocean industry. As the cradle of China’s marine talent, 16 OUC alumni have become fellows of the Chinese Academy of Sciences and the Chinese Academy of Engineering. 3 alumni have served as directors of the State Oceanic Administration. More than half of the 75 scientists who engaged in China’s first Antarctic expedition were OUC graduates. According to the ESI database, the university is also among the top 1% most-cited universities and institutions in 12 research fields, including earth sciences, plant and animal sciences, engineering, chemistry, materials sciences, agricultural sciences, biology and biochemistry, environmental sciences and ecology, pharmacology and toxicology, microbiology, computer sciences, and social sciences. OUC actively supports the construction of Laoshan Laboratory to collaboratively build the national strategic scientific and technological capabilities. It has taken the lead in the establishment of the first frontier science center of the Ministry of Education in the field of earth sciences in China (Frontier Science Center for Deep Ocean Multispheres and Earth System), and presides over the first Basic Science Center Project of National Natural Science Foundation of China (NSFC) in the marine field (Multi-Field, Multi-Body, and Multi-Scale Coupling and Its Impact Mechanism on the Performance and Safety of Offshore Engineering Equipment). OUC hosts over 40 provincial- and ministerial-level scientific research bases and platforms, such as State Key Laboratories, National Engineering Technology Research Centers, National and Local Joint Engineering Research Centers, Key Laboratories of the Ministry of Education, and Key Laboratories of the Ministry of Agriculture. The university is proud of its three scientific research and training vessels, including the new 5,000-ton class deep-sea comprehensive scientific research internship vessel Dong Fang Hong 3, the 3,000-ton class comprehensive marine scientific research internship vessel Dong Fang Hong 2, and the 300-ton class scientific research and transportation supply vessel Tianshi 1, which forms a comprehensive offshore mobile laboratory system from nearshore and offshore to deep-sea and even extending to polar regions, enabling it to possess the first-class capability of offshore on-site observation.
学校大力实施新时代人才强校战略,通过“筑峰人才工程”“繁荣人才工程”“名师工程”“青年英才工程”,常年面向海内外招聘高层次人才和优秀青年人才。对部分基础和急需学科,学校招聘具有教授或副教授专业技术职务的人才。在若干学科方向,学校招聘一批优秀预聘青年教师。
OUC vigorously implements the strategy of “strengthening the university through talent” in this new era, and recruits high-level talent and outstanding young talent at home and abroad throughout the year through the “Zhufeng Outstanding Talent Program”, “Fanrong Scholars Program”, “Famous Teacher Program”, and “Young Talent Program”. For some fundamental disciplines or disciplines in urgent need, the university recruits talent with professor or associate professor professional titles. Meanwhile, OUC recruits a group of outstanding pre-employment young teachers at several disciplinary directions.
一、招聘岗位及条件
I. Recruitment Positions and Conditions
(一)筑峰人才工程
(I) Zhufeng Outstanding Talent Program
“筑峰人才工程”特聘教授岗位面向理工农医类学科,分三个层次设置,全职在岗工作,首聘期为五年。
The position of distinguished professor of the “Zhufeng Outstanding Talent Program” recruits talent specializing in science, engineering, agriculture, and medicine. It comprises three levels with full-time positions for an initial appointment period of five years.
第一层次:学术造诣深厚,在科学技术领域做出系统性、创造性成就和重大贡献或在工程技术领域做出重大的、创造性的成就和贡献,在国内外具有较大影响,能够带领本学科达到国际领先水平。一般应达到所在学科领域国家级领军人才的水平,年龄原则上不超过55周岁。
Level I: Demonstrate profound academic accomplishments with systematic and innovative achievements in the field of science and technology or engineering, with both national and international recognition. Capable of leading the discipline to achieve a leading global position. Generally, candidates should meet the standards of National Leading Talent in their respective fields, with an age limit of 55.
第二层次:学术造诣深厚,学术思想活跃,对学科发展和学术研究有创新性构想,在国内外有较高知名度,能够带领相关研究方向达到国际先进水平。已在学界公认的本学科最高级别刊物上发表过具有重要影响的高水平学术论文,或在工程技术领域掌握关键技术并取得国内外同行公认的突出业绩。一般应达到所在学科领域国家级领军人才的水平,年龄原则上不超过50周岁。
Level II: Show profound academic expertise and innovative thinking in academic development and research, and enjoy high recognition both nationally and internationally. Capable of leading research in related areas to achieve an advanced global level. Published influential academic papers in well-recognized top-tier journals of the field, or have mastered key technologies with outstanding achievements recognized by peers in the engineering sector. Candidates are generally expected to be recognized as national leaders in their fields, with an age limit of 50.
第三层次:学术思想活跃,在本学科领域中有较高的学术水平,学术成果突出,取得国内外同行公认的重要成就,能够带领相关研究方向达到国内先进水平,能够在学科、专业、公共平台建设中发挥重要作用。已在本学科领域取得高水平研究成果,或在工程技术领域掌握关键技术并取得国内外同行公认的重要业绩。一般应达到所在学科领域国家级青年领军人才的水平,年龄原则上不超过45周岁。
Level III: Demonstrate active academic thinking with extraordinary academic standing and significant achievements in the respective field, and have both domestic and international recognition. Capable of leading research to an advanced domestic level and contributing to academic, professional, and public platforms. Produced high-level research results in the field or demonstrated significant achievements in key technologies acknowledged by peers. Generally, candidates should meet the standards of National Young Leading Talent in their respective fields, with an age limit of 45.

The Implementation Measures on the Zhufeng Outstanding Talent Program of the Ocean University of China shall be followed.
(二)繁荣人才工程
(II) Fanrong Scholars Program
“繁荣人才工程”特聘教授岗位面向人文社科类学科,分三个层次设置,全职在岗工作,首聘期为五年。
The “Fanrong Scholars Program” specially appoints positions for professors in the fields of humanities and social sciences. It comprises three levels with full-time positions for an initial term of five years.
第一层次:学术造诣深厚,学术水平在国内处于领先地位并在国际上有较大影响,在本学科领域具有重大学术成就和较高知名度的杰出学者;学科建设上具有前瞻性、战略性眼光,能够带领本学科达到国内领先水平并在国际上产生重要影响。一般应达到所在学科领域国家级领军人才的水平,年龄原则上不超过55周岁。
Level I: Have profound academic attainments, lead in academic fields domestically with significant international influence, and are recognized as outstanding scholars with major academic achievements and a high reputation in corresponding discipline; possess a forward-looking and strategic vision for discipline construction. Capable of leading the discipline to domestic leading levels with significant international influence. Generally, candidates should meet the standards of National Leading Talent in their respective fields, with an age limit of 55.
第二层次:学术造诣深厚,学术思想活跃,对学科发展和学术研究有创新性构想,在国内外有较高知名度,能够带领本学科达到国内先进水平并在国际上产生重要影响。一般应达到所在学科领域国家级领军人才的水平,年龄原则上不超过53周岁。
Level II: Show deep academic expertise and innovative thinking in academic development and research, and possess high visibility domestically and internationally. Capable of leading the discipline to advanced domestic levels with significant international influence. Generally, candidates should meet the standards of National Leading Talent in their respective fields, with an age limit of 53.
第三层次:学术思想活跃,在本学科领域中有较高的学术水平,学术成果突出,已在本学科权威学术刊物上发表过具有重要影响的高水平学术论文,或在国内外权威出版社作为第一作者出版过具有重要影响的学术专著,取得国内外同行公认的重要成就,能够带领相关研究方向达到国内先进水平,能够在学科专业建设中发挥重要作用。一般应达到所在学科领域国家级青年领军人才的水平,年龄原则上不超过48周岁。
Level III: Demonstrate active academic thinking with extraordinary academic standing and significant achievements in the respective field, has published highly influential academic papers in authoritative academic journals of the discipline, or has published influential academic monographs as the first author in authoritative publishing houses domestically and internationally, and have achieved important recognition from peers at home and abroad. Capable of leading related research directions to advanced domestic levels and playing an important role in disciplinary professional construction. Generally, candidates should meet the standards of National Young Leading Talent in their respective fields, with an age limit of 48.
具体按《中国海洋大学“繁荣人才工程”实施办法》执行。
The Implementation Measures on the Fanrong Scholars Program of the Ocean University of China shall be followed.
(三)名师工程
(III) Famous Teacher Project
“名师工程”分讲席教授岗位和讲座教授岗位两类。
The “Famous Teacher Project” consists of two types of positions: distinguished professorship and lecture professorship.
讲席教授岗位为全职岗位,分三个层次设置,首聘期为五年。
The distinguished professorship is a full-time position set at three levels, with an initial appointment period of five years.
第一层次:学术造诣深厚,教学理念先进,教学能力卓越,在海内外具有广泛影响力;应入选国家级教学名师,或为国家级教学成果一等奖及以上获得者(首位),或为海内外高校的资深教授,或在本领域具有相当水平的教学名师。年龄原则上不超过55周岁,人文社科领域可适当放宽。
Level I: Demonstrate profound academic achievements, advanced teaching philosophy, outstanding teaching abilities, and broad influence domestically and internationally. The candidate should have been selected as a national-level distinguished teacher, or a recipient of national-level first-class teaching awards (in the first position), or a senior professor of a higher educational institution at home and abroad, or a distinguished teacher in the field with considerable expertise. Candidates shall generally not exceed 55 years of age, a general restriction which may be relaxed as appropriate for candidates in the field of humanities and social sciences.
第二层次:学术造诣深厚、教学能力突出、教学成果丰硕,在海内外具有重要影响力;应入选国家级教学名师,或为国家级教学成果奖获得者(首位),或为海内外高校的知名教授,或在本领域具有相当水平的教学名师。年龄原则上不超过50周岁,人文社科领域可适当放宽。
Level II: Demonstrate profound academic achievements, outstanding teaching abilities, and fruitful teaching results with significant influence domestically and internationally. The candidate should be selected as a national-level distinguished teacher, or a recipient of national-level teaching awards (in the first position), or a well-known professor of a higher educational institution at home and abroad, or an expert teacher in the field with considerable expertise. Candidates shall generally not exceed 50 years of age, a general restriction which may be relaxed as appropriate for candidates in the field of humanities and social sciences.
第三层次:具有正高级专业技术职务并长期主讲通识教育课程、专业核心课程,教学能力突出、教学成果丰硕,应入选省级教学名师或在本领域具有重要影响力的教学名师。年龄原则上不超过45周岁,人文社科领域可适当放宽。
Level III: Hold a senior professional title and have taught general education courses and professional core courses for a long term; demonstrate outstanding teaching abilities and fruitful teaching results. The candidate should be selected as a provincial-level distinguished teacher or an influential teacher in the field. Candidates shall generally not exceed 45 years of age, a general restriction which may be relaxed as appropriate for candidates in the field of humanities and social sciences.
讲座教授岗位为兼职岗位,以任务为导向,聘任学术造诣深厚、教育教学水平高的学者。根据实际工作需要,设置通识教育讲座教授岗位、专业教育讲座教授岗位等,聘期根据岗位职责确定。讲座教授的招聘条件根据专业需求和人才培养需要,参照讲席教授的招聘条件执行。
The lecture professorship is a task-based part-time position, appointing scholars with profound academic achievements and high educational and teaching capabilities. Depending on actual work requirements, positions such as general education lecture professorship and professional education lecture professorship are established, with the appointment period determined by the job requirements. The recruitment criteria for lecture professors are based on professional requirements and talent development needs, following the recruitment conditions for distinguished professors.

(四)青年英才工程
(IV) Young Talent Program
“青年英才工程”岗位分三个层次设置,全职在岗工作,首聘期为五年。
The “Young Talent Program” comprises positions at three levels, all of which are full-time with an initial appointment period of five years.
第一层次:在本学科前沿领域有创新性工作,并取得国内外同行认可的重要成果,在所从事的学科方向上具有赶超或保持国际先进水平的能力或潜质。一般应达到所在学科领域国家级青年领军人才的水平,年龄原则上不超过40周岁(人文社科领域不超过45周岁)。
Level I: Work innovatively in the forefront of the discipline, have achieved significant results recognized by peers at home and abroad, and possess the ability or potential to surpass or maintain the international advanced level in the engaged academic direction. Generally, candidates should meet the standards of National Young Leading Talent in their respective fields, with an age limit of 40 (45 for humanities and social sciences).
第二、三层次:具有较强的科研能力和较大的学术潜力,学术成果突出,具备冲击所在学科领域国家级青年领军人才的能力或潜质,年龄原则上不超过35周岁(人文社科领域英才二层次不超过38周岁)。
Level II & III: Have strong research capabilities and significant academic potential, outstanding academic achievements, and the ability or potential to compete with nationally renowned young leaders in the corresponding field of study, with an age limit of 35 (38 for humanities and social sciences).
具体按《中国海洋大学“青年英才工程”实施办法》执行。
The Implementation Measures on the Young Talent Program of the Ocean University of China shall be followed.
(五)预聘青年教师
(V) Pre-Employment of Young Teachers
申请人应取得博士学位,学术成果较为突出并具有较好的创新发展潜力,年龄不超过30周岁,特别优秀者可放宽至35周岁。有博士后流动站的学科招收的预聘青年教师,可申请进入博士后流动站并按博士后的有关规定执行。
Candidates should hold a doctorate degree with prominent academic achievements and demonstrate good potential for innovation and development, with an age limit of 30 (35 for exceptionally outstanding candidates). Candidates recruited in disciplines with postdoctoral mobile stations may apply to enter the postdoctoral mobile station and follow the relevant regulations for postdoctoral fellows.
预聘青年教师的管理和选聘按照《中国海洋大学关于从预聘青年教师中选聘专任教师工作实施办法》执行。
The management and selection of pre-recruited young teachers follow the Implementation Measures of Ocean University of China on Selecting Full-Time Teachers from Pre-Recruited Young Teachers.

Applicants are required to submit a detailed resume (including personal information, educational background, major academic achievements, research projects, awards, and desired position) to rcb@ouc.edu.cn, and indicate the direction and category of the position applied for in the covering email.
