Computer foundation department is eatablished on the basis of the computing center, which was founded in the 1970s. It constructed supports for graduate students and teachers by program development, scientific research and data services based on IBM 4381, MV 6000 and other computer systems.

From the middle of 1990s, with the popularity of computer foundation in many universities, OUC set up the computer foundation department, which takes charge of computer science and application education for non-computer professional students, and specializes in all the theory and experiment courses of three levels.
