Recently, the article “Strategies and Tasks for China’s Deep and Far-Sea Development,” written by Professor Li Zhijun of the College of Management at Ocean University of China (OUC), was reprinted in full in Issue 5, 2026 of National Economic Management and Issue 12, 2026 of Xinhua Digest, and was included in the China Social Science Excellence database.
Taking changes in global ocean governance and the new landscape of deep and far-sea competition as its point of departure, the article systematically examines the complex environment confronting China’s deep and far-sea development from multiple perspectives, including geopolitics, technological standards rivalry, and ecological protection. It offers an in-depth analysis of the profound impact that changes in the allocation pattern of deep and far-sea resources may have on the international power structure. Closely aligned with China’s core strategic needs in marine development, the article sets out the strategic orientations, priorities, and implementation pathways for developing China’s deep and far-sea strategy. Combining strategic foresight with practical guidance, the article provides valuable reference for shaping China’s top-level design for deep and far-sea development, and coordinating resource exploitation and ecological protection.
